The default relationship an operator has with their own decision-making process, in which the process runs only when externally triggered — by a known decision point (a procedurally required decision) or an unknown decision point (a crisis, complaint, or number that forces itself into view).

Why Behind the Thinking #
In both trigger types the operator responds to what declared itself and examines nothing that didn’t — not from laziness but because operating without a standing examination discipline leaves no capacity for what nothing forced. [Static Decline] runs in the silence between triggers: the gap that widened unobserved, the opportunity the competitor found first, the relational drift that never tripped a metric until the return rate had already moved. [Lost Opportunity Tax] accrues on every decision made in reaction rather than from sight, and the tax compounds on every subsequent decision that could have been informed by the intelligence destroyed while waiting for something to declare itself. The danger is structural, not behavioral — the reactive operator is not incurious, he simply never built the standing discipline that makes examination continuous.
